University of California San Francisco is Hiring a Financial Analyst Near Oakland, CA

Uses advanced professional concepts and organizational objectives to resolve complex issues in creative and effective ways. Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Contacts are both internal and external to the department at all levels.
This position is responsible for managing all aspects of program finances for this UCSF-based pediatric mental health access program that is currently in the process of expanding statewide. Expansion will include satellite partner sites across California. The program is based with the UCSF Department of Psychiatry and Behavioral Sciences.
The final salary and offer components are subject to additional approvals based on UC policy.

Department Description

One of the largest departments within the School of Medicine, the Department of Psychiatry and Behavioral Sciences, has a broad mission encompassing research—basic, translational, and clinical—teaching, patient care, and public service. The UCSF Department of Psychiatry and Behavioral Sciences is among the nation's foremost resources in the field of child, adolescent, and adult mental health. Psychiatry faculty members are recognized for their leadership roles in state-of-the-art, comprehensive and compassionate patient care, pioneering research, excellence in training the next generation of leaders, advancing public policy to advance mental health, and commitment to diversity. Spanning across all major UCSF sites, including Parnassus, Mission Bay, ZSFG, and VAMC. The Department boasts an organizational structure that is expansive yet complex. Its uniqueness stems from housing the only state-originated and funded institute at UCSF—Langley Porter Psychiatric Institute—which operates a separately licensed hospital, the Langley Porter Psychiatric Hospital (LPPH). The Department, with its staffing around 1300, includes approximately 280 paid faculty (inclusive of VAMC faculty), 25 emeritus and recall faculty, 30 MSP physicians, 110 residents, fellows, and postdoctoral scholars, 645 staff, and 200 volunteer faculty.
The University of California San Francisco Department of Psychiatry & Behavioral Sciences will develop and implement California’s Child Youth Behavioral Health Initiative Behavioral Health (BH) Consult Program, as part of the state’s Master Plan for Kids’ Mental Health. The BH Consult Program aims to advance health equity by increasing access to quality, evidence-based, culturally responsive mental and behavioral health care for all of California’s children and youth 0-25. Through consultation, education and training, primary care providers will deepen and expand their knowledge, skills and confidence in addressing behavioral health needs in accessible, lower stigma primary care settings. The statewide program will be a substantial expansion of UCSF’s Child & Adolescent Psychiatry Portal, a pediatric mental health access program established in 2019. Expansion will include establishing additional partner satellite hub sites throughout California, developing partnerships with professional clinical training programs i.e. pediatric and family medicine residency, child & adolescent psychiatry fellowship, nurse practitioner, social work, public health and other related training programs. Part of the program’s near-term expansion includes development of a novel tech-enabled consultation platform and also expansion to satellite hub sites across the state. The team is comprised of multiple physician, psychologist and social work staff who provide consultation, training and care coordination, as well as team leaders and administrative support.

Required Qualifications

  • Advanced degree in related area and minimum five years of experience or equivalent experience / training.
  • Advanced knowledge of finance policies, practices, and systems.
  • Advanced interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail. In depth ability to use organizational skills to multi-task in a high volume environment.
  • Ability to identify, collect, and analyze information from multiple sources.
  • Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.
  • In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.
  • Ability to adapt to changing priorities.
  • Ability to function as a member of a team.

Preferred Qualifications

  • Advanced knowledge and understanding of internal control practices and their impact on protecting University resources.
